Four Adults One Juvenile Arrested on Drug and Weapon Charges

At approximately 1 a.m., Monday January 1, Deputy Reyn Brown conducted a traffic stop on a Ford pick-up occupied by four adults and one juvenile.

As the vehicle came to a stop, a passenger exited the vehicle as if he was about to flee on foot. Deputy Brown exited his patrol unit and ran to the passenger side of the vehicle and the male turned around and jumped back in the vehicle as he approached.

Deputy Brown made contact with the male and identified him as a 17-year-old male juvenile.  Deputy Brown smelled a very strong odor of marijuana coming from inside the vehicle. Deputy Brown made contact with the driver of the vehicle and identified him as Clifton Henry.  Deputy Brown located two small clear bags containing a green leafy substance suspected to be marijuana on Henry’s person. Deputy Brown asked Henry if that was all he had on him and he stated no, he had some shorts on under his jeans and has some inside there. Deputy Brown searched Henry’s pants and did not locate anything. Deputy Brown began to shake Henry’s pants leg and three small clear bags containing suspected marijuana fell out and hit the ground. Deputy Brown also located $123. Henry was placed under arrest.

Deputy Brown went back to speak with the 17-year-old male juvenile.   While speaking with him Deputy Brown observed what appeared to be suspected marijuana in the cup holder of the vehicle. The 17-year-old was placed under arrest. Deputy Brown asked a back-seat passenger later identified as Khaliya Box to step out of the vehicle and he did not want to cooperate with officers. He finally exited the vehicle. Deputy Brown asked Box if there was anything illegal on his person that he needed to know about. Box was very uncooperative and attempted to pull away from officers during a search of his person. During the search of his person, Deputy Brown located a silver .22 pistol with a black handle in his right pants pocket. The pistol had 11 unspent .22 bullets loaded in a magazine and one unspent bullet in the chamber ready to fire.

Deputy Brown asked another backseat passenger later identified as Charles Horton to exit the vehicle and he was very uncooperative as well and attempted to pull away from officers. During a search of his person Deputy Brown located a black .9 mm pistol with nine unspent rounds in the magazine and one unspent round in the chamber ready to fire. Deputy Brown asked the last passenger, Bernard MacArthur to exit the vehicle and he did. All five occupants were placed under arrest for the marijuana located in the vehicle and the two firearms. Deputy Brown conducted a search of the vehicle and located a black bag containing nine clear individually packaged bags containing suspected marijuana and a set of digital scales commonly used for weighing narcotics with marijuana residue on it. Also during a search of the vehicle Deputy Brown located another clear bag containing suspected marijuana inside the glove box.

Deputy Brown had the police dispatcher conduct an ACIC/NCIC query on the serial numbers from the firearms. The query revealed that the silver .22 pistol was stolen from Hope, and was linked to an HPD case. Deputy Brown notified HPD that the .22 pistol had been recovered

The 17-year-old juvenile, Henry, Box, McArthur, and Horton were all transported to the HCDF.

Henry, 18, of Hope was charged with possession of a controlled substance with intent to deliver (marijuana near certain facilities because the stop was right beside a school), possession of drug paraphernalia, driving on suspended driver’s license, and no registration plate light.

Box, 18, of Hope, was charged with simultaneous possession of drugs and firearms, possession of a controlled substance with intent to deliver (marijuana near certain facilities), possession of drug paraphernalia, carrying a weapon, and theft by receiving.

Horton, 19, of Hope, was charged with simultaneous possession of drugs and firearms, possession of a controlled substance with intent to deliver (marijuana near certain facilities), possession of drug paraphernalia, and carrying a weapon.

McArthur, 20, of Hope, was charged with possession of a controlled substance with intent to deliver (marijuana near certain facilities), possession of drug paraphernalia. He was charged with possession of a controlled substance with intent to deliver (marijuana near certain facilities) and possession of drug paraphernalia.

Clifton, Khaliya, Charles and Bernard were turned over to the on-duty jail staff for booking process. They will be held for first court appearance.

Deputy Brown contacted the juvenile intake officer and advised her of the situation with the 17-year-old. She asked if there was room to house him at the HCDF and there was no room. She advised Deputy Brown to contact his mother and release him to her, and give them a court date of February 1, 2018. Deputy Brown made contact with the 17-year old’s mother, had her come to the police department and he was released to her.

Arrest for Methamphetamine, Careless Driving

On Sunday, December 31, 2017 at approximately 8:30 p.m., Deputy Brown was patrolling the 3500 block of Highway 355 S, when I observed a 2007 white Chevrolet commit the traffic violation of careless and prohibited driving, in violation of Arkansas code 27-51-104, in Hempstead County, Arkansas.

Deputy Brown made contact with the driver of the vehicle and identified him as J.L Stinson. Deputy Brown had the police dispatcher conduct an ACIC/NCIC query on Stinson. The query revealed that he had a suspended driver’s license and previous arrest for narcotic violations. Stinson appeared to be nervous and could not sit still.

Deputy Brown asked Stinson to step out of the vehicle and speak with him, Once out of the vehicle Deputy Brown asked him if there was anything illegal inside the vehicle and he stated no. Deputy Brown  asked if he  could search the vehicle real quick to make sure nothing illegal was in there. He stated go ahead. Deputy Brown conducted a search on the inside of the vehicle and located a clear bag containing a crystal-like substance suspected to be methamphetamine stuffed between the driver’s and middle seat cushion. Stinson was placed under arrest at this time.

Stinson was charged with possession of a controlled substance (methamphetamine), careless and prohibited driving and driving on suspended driver’s license. He will be held for first court appearance. He was turned over to the on-duty jail staff for booking process.

Domestic Disturbance

On December 29, 2017, at approximately 3:04 a.m., Deputy Malone was dispatched to 4259 Highway 67 West regarding a domestic disturbance.

Deputy Malone made contact with the female victim who stated that she and her ex-husband moved back in together, and have been living with each other for approximately 30 days. She stated that they were both intoxicated and things got heated and they began to argue.

Female victim stated that she just wanted The Hempstead County Sheriff’s Office to be aware of the incident, and did not want a deputy to make contact with her at her residence.

Recovery of Stolen Vehicle

On December 29, 2017, at approximately 11:27 a.m., Deputy Malone was patrolling the area of Highway 371 East and Oak Street in Blevins. Deputy Malone was searching for a vehicle that was reported stolen from Hope. The vehicle reported stolen was a 2003 white Toyota Tundra bearing Arkansas license plate number 250RJX. Officer Charlie Featherston of the Hope Police Department advised that Braydon Whitney was the suspect in the case.

While patrolling the area Deputy Malone observed a white Toyota Tundra backed into the yard at 110 Oak Street. Deputy Malone observed that there were two white male occupants in the vehicle. Malone made contact with them and confirmed that the vehicle was the vehicle that was reported stolen.

Deputy Malone made contact with the male occupant sitting in the driver’s seat of the vehicle. Malone then identified that male occupant as Braydon Whitney. Deputy Malone detained Whitney, and identified the other male occupant seated in the passenger seat, who lives at that residence.

Deputy Malone was then informed by Sergeant Casey Singleton of the Hope Police Department to take Whitney into custody. Upon searching incident to arrest Deputy Malone located the key to the vehicle in Whitney’s left front pants pocket. Deputy Malone took possession of the key.

Deputy Malone made contact with the owner of the vehicle and advised him of where his vehicle was located.  Sergeant Singleton advised that the vehicle could be released to the

Deputy Malone transported Whitney to the Hempstead County Detention Center, and released him to the on-duty jail staff.
